Free Training For Fairford's Emergency Volunteers
Volunteer helpers in Fairford are set to receive free training to help them cope in an emergency.
The 30 volunteers, who have offered to provide help and support to other members of their community in the event of an emergency, will take part in a training exercise on Wednesday, June 11, to help them be prepared.
The presentation and table- top exercises will take place at the town’s newly refurbished Community Centre in the first of a series of training sessions being scheduled across the Cotswolds.
Cotswold District Council Emergency Planning Manager Claire Locke said: “Fairford Town Council has done a great job recruiting a group of volunteers who have offered their help should an emergency take place.
“We want to support these people by helping to prepare them for their roles should the worst happen. Helping out in an emergency can be a stressful and difficult task and as with most things preparation is crucial”.
The event will include presentations from Cotswold District Council and also a table top exercise led by Chris Davies, Emergency Management Officer at Gloucestershire County Council. This exercise will involve working through the impact of an imaginary (but realistic) potential emergency, to explore the kind of actions and skills needed by emergency volunteers.
Cotswold District Council Community Resilience Liaison Officer Tim Dowan said: “We intend to roll out this training across the District, with approximately another five or six events expected, as Towns and Parishes develop their emergency plans. We will be ready to support them.”
Fairford Ward Member Councillor Chris Roberts said: “Supported by a Parish Resilience Grant from Cotswold District Council, Fairford has been amongst the first in the District to work on a comprehensive emergency plan. Simple but effective planning can help to avoid the potential impact should the worst occur, be it flooding or any other disaster that could befall a community.”

Exciting finds in Fairford
Archeological excavations in Fairford have unearthed the remains of buildings from the 14th and 15th centuries.
Finds include fragments of window glass and remains of a small kiln in what is believed to have been a workshop.
Gloucestershire County Council Archaeology Service are carrying out investigations prior to the redevelopment of Fairford Community Centre.
To date the archaeological works have revealed the remains of two small buildings, believed to date to the 15th/16th century. One, near to the High Street frontage, was only partially exposed and produced evidence of lead working debris.
They also discovered fragments of 14th century window glass, some still within their lead cames, which are believed to have originated from the medieval church. It is thought that lead from the medieval church was being recycled within the building, for re-use perhaps within the new church.
The discoveries mean that redevelopment work on the community centre and old Farmor's Free School has had to be rescheduled to allow archaeologists to continue their investigations.
Other finds also include the remains of a small square building near the church, which has yet to be fully excavated. It appears to contain the remains of a small kiln, fragments of ceramic building material and is thought to be a small workshop from the 15th century. Posted

Have your say: Volunteers wanted for budget event
A hands-on opportunity for residents to tell Cotswold District Council how they think it should spend its money takes place on Saturday, September 23rd
The Council is holding a half-day workshop at its HQ in Trinity Road, Cirencester, to hear residents' views on its spending priorities and budget proposals.
It is now is seeking volunteers for the event and is offering a payment of £50 to cover expenses, plus transport for those who need it.
A number of over-55s have already come forward, so CDC is now looking for people aged between 18 and 55 to join the workshop.
Participants will get the chance to do some 'budgeting for real' – and will be invited to say how they would share out £10million between services if they were running the Council.
Current spending mostly reflects the Council's priorities of environment and heritage, homes, people and services, waste management and financial control and best value.
Council Leader Councillor Lynden Stowe said: “We want to know what services are important to our residents - and what level of council tax they are prepared to pay.
“Like all councils, we are facing financial challenges and increased pressure to fund new responsibilities and rising costs across the board.
“To meet these extra costs and ease the burden on residents' pockets, we have to make savings elsewhere in our budget and have drawn up a strategy that proposes £800,000 of savings over the next four years.
“The workshop will help us take the views of council tax payers into account when finalising our budget. I hope people will come and join us and grab this opportunity to have their say.”
If you wish to volunteer for the workshop, please contact Marie Whiteman or Jenny Huggins at Cotswold District Council on 01285 623101 as soon as possible.
The Council will also be running its annual round of community meetings across the District to discuss its spending plans with the public. All meetings start at 7pm.
The dates and venues are: * Monday 30th October - Dolphin Hall, Tetbury * Wednesday, 1st November - CDC Moreton Area Centre * Thursday, 2nd November - CDC Council Chamber, Cirencester * Monday, 6th November - Cotswold School, Bourton-on-the-Water

Recycling recognition for Fairford ward
Fairford residents have been recognised for helping Cotswold District Council to boost its recycling rate to one of the highest in Gloucestershire.
Ward Councillors Malcolm Berry and Ray Theodoulou are proud to announce that Fairford saw the largest increase in household recycling of five areas monitored between October and February.
The ward - made up of Fairford, Hatherop, Horcott and Quenington - has been given a cash prize for its efforts, thanks to a community incentive scheme funded by the Government Department for Environment, Food and Rural Affairs (Defra).
The councillors have a prize fund of £1,500 to provide grants for projects within the ward. They will consider grant applications from any community activity or organisation for any amount up to £1,500.
Projects will be favoured if:-
1. They are new. 2. They contribute to the living ambience; including our heritage and built environment. 3. The grant will provide for public access to share the benefit, including where membership is open to all. 4. The applicant can show a plausible case that they have contributed to the successful re-cycling that led to this fund. 5. They show a higher percentage of the total project cost will be met by the applicant's own fund raising activities. 6. The applicant has not recently applied for grant support.
Councillor Berry said: “We are delighted that more residents are so keen on the Council’s recycling. Their efforts have helped to push Cotswold District's recycling rate up to 38 per cent – one of the highest in Gloucestershire.”
Councillor Theodoulou said: “The incentive scheme is a great way to reward communities for their recycling achievements and should result in projects that will benefit everyone. We look forward to receiving grant applications.”
Application forms are available from Cllrs Malcolm Berry and Ray Theodoulou, Cotswold District Council, Trinity Road, Cirencester, GL7 1PX.
You should submit your completed application to them by midday 9th June 2006. Grants will be announced by midday 16th June. Roman graveyard found in quarry near Fairford
Archaeologists have unearthed a large Roman cemetery in a Gloucestershire gravel quarry near Fairford.
It is believed that more than 100 people were buried at the site near Fairford which dates back 1,600 years.
Experts are reported to have said that the find is unusual because no big settlements are known to have existed nearby in the Roman era.
Dr Alex Smith, Oxford Archaeology's project manager said: "We believe a small Roman farm lies immediately to the west, and it may be that the cemetery acted as a communal burial ground for the local rural population." Posted

BBC2 series to feature Fairford church
Barley Studio, York-based masters of stained glass conservation and design, are celebrated as part of the current BBC2 series, "A Passion for Churches".
The programme reveals Keith Barley's twenty-year battle against the corrosion threatening St Mary's church in Fairford, Gloucestershire, which contains the most complete set of late medieval stained glass in the country.
Stained-glass conservator, Keith Barley, said, "The complete series of 28 windows makes a visit to Fairford a pilgrimage. It is a European masterpiece."
The involvement of Barley Studio over twenty years has also meant that work on the medieval glass has informed the company’s contemporary design work. Stained-glass designer Helen Whittaker revealed that, "Working on the medieval stained glass at Fairford has had an influence on my own modern designs such as the Retro-Quire at Beverley Minster."
Although the conservation work at Fairford is nearing completion, Keith Barley described one of the most difficult challenges, "It's a problem which dates back to the 1700s – in fact Daniel Defoe wrote that the 'Judgement of David' window was blown out by a storm and much of this has been damaged and lost. Repair and renovation is painstaking, but incredibly rewarding."
The programme is broadcast on BBC2 on Monday 13th March at 7:30pm. Posted

Cotswold sets Council Tax for 2006/07
Cotswold District Council today set its Council Tax for the coming financial year.
The Council has added £3.15 to its share of the annual average bill (Band D), a 2.5% increase.
This is a 1% reduction on the original 3.5% increase proposed when it agreed its budget in January.
The Council decided to use £46,000 of a last-minute £317,000 grant from the Government's Local Authority Business Growth Incentive Scheme (LABGI) to reduce its share of the bill.
The level of LABGI grant – a new scheme which rewards local councils for economic growth in their areas - was announced this month. Cotswold District Council has received the highest grant in the county.
Council Leader Cllr Julie Girling said: "Residents of the Cotswolds have a right to expect us to keep Council Tax as low as we can. When we learned very late in the day that we had received this windfall, we felt it was only right to return part of it to the tax payers. The remainder of the grant will remain in reserves until the Council considers how best to spend it."
Gloucestershire County Council has increased its Council Tax by 3.5%, or £32.23 per year for a Band D property, while the Gloucestershire Police Authority has increased its bill by £8.06 (4.9%) at Band D.
The total average (Band D) tax, made up of these three elements, will be £1,255.47 - a £43.44 (3.6%) increase on the current year's tax. In addition, the majority of residents pay a sum to their parish, which varies across the District.
Cllr Girling added: "Drawing up the Council's budget is a challenging task. We are working hard to deliver quality services while dealing with the extra responsibilities placed on us by central Government."
"We also have to meet rising costs while trying to limit increases in fees and charges for many of our services. This has made our position very difficult but we are certain our spending reflects our priorities of environment and heritage, homes, access to services, waste management and financial control."
The Band D bill for residents of the District is as follows:
Gloucestershire County Council: £955.23
Cotswold District Council: £129.28
Gloucestershire Police Authority: £170.96
Total excluding parish: £1,255.47 Posted

Nuborn spectacular at Fairford
School age rock stars take to the stage in Fairford's first Nuborn band showcase at the Fairford Leisure Centre on Sunday, March 5th.
The event, featuring performance by students aged 10 to 16, follows hot on the heels of the success of the first Nuborn night in Cirencester.
First up is Fairford band, Strive, whose heavy drumming and strong guitar play will make a great opening act.
Cotswold District Council Events Officer Rik Husdan said: "This band has worked hard to get where they are now and have the songs, the personality and the attitude to make this Nuborn into a spectacular event."
Following Strive is a band with a unique hard rock sound. Red Noise - Pete Walker, Joe Milnthorpe, Lawrence Killham on guitars, John Mander singing and Will Woodward behind drums - are ready to show Fairford what they are made of. Their influences range from Nirvana, Guns n Roses, Scorpions, Staind and Led Zeppelin.
The Cardinals, on third, have already had the opportunity to play their punk rock in Cheltenham. With influences from Babyshambles to The Clash, their sound and punk rock style is taken from bands such as The Jam and The Libertines.
Rik said: "If ever there was a name to bring back some hard rock into Fairford, it's MP5, our fourth band. Their musical style can be described as rock, rock, rock with strong guitar rhythms. With influences taken from Guns n Roses, Pearl Jam to My Chemical Romance, MP5 is a band you will want to put on your MP3."
Headlining this event is Fairford band, No Need. The band has been together for just two months, but have 15 years playing and singing experience between them. Their influences vary from the Yeah Yeah Yeahs, The Velvet Underground and Arctic Monkeys to heavy bands such as Pantera, Black Label Society, and Sabbath.
Rik added: "All in all they have enough talent and taste in music to give Fairford Nuborn a great finish. It's going to be a night to remember!"
Doors open at Fairford Leisure Centre at 6.15 for a prompt start at 6.30pm. Tickets are £2.00 adults / £1 U16's and are available on the door only.

Over 60s urged to choose bus pass or travel tokens
Cotswold residents are being asked to decide if they wish to receive free bus travel or a limited number of travel tokens, following a shake-up in the law.
From April 2006, everyone aged over 60 is entitled to a bus pass, which allows free unlimited travel on any journey that starts in the Cotswold District and does not involve a change of bus. Under the present system, the pass covers only half the fare.
The pass can be used on all registered local transport services but cannot be used on long-distance coach services, excursions, rail services, dial-a-ride, taxi or private-hire services or social car schemes.
Tokens will, as now, still be available for use in taxis and non-registered transport services, but will remain at the value of £16.
Cotswold District Council, which runs the scheme, has sent out more than 10,000 application forms to residents aged over 60 and people with certain disabilities who are entitled to the passes. Now it is urging people to return the forms as soon as possible.
Residents cannot receive both tokens and a pass – they may only have one or the other – and once they have made a choice, they cannot change it until April 2007.
There is no charge made for the tokens or the bus pass, which is valid for a year, but applicants must send a passport-sized photograph if they are applying for a pass for the first time.
While there will be no time limit on bus travel, operators are entitled not to pick up passholders before 9.30am on the grounds of limited space on specific services. Posted
